PROGRAM PHILOSOPHY
A fundamental assumption of the Colorado Domestic Violence Offender Management Board Standards for Treatment of Court-Ordered Domestic Violence Offenders is that domestic violence is a crime and not the result of or response to a failing relationship.

The safety of the community and the affected victims is the first priority. Therefore, the standards were designed to enhance victim and community safety, contain offenders, promote offender accountability, and provide an opportunity for offenders to eliminate violent behavior in all forms.

Additionally, the Board believes that in order to contain domestic violence offenders, there must be a coordinated community response inclusive of the criminal justice system, treatment providers, non-profit victim services, and the local community.
